MA - Explained recent actions and took members through the motion. Informed them it was proposed to vote on each proposal 1 to 3 one by one.

This Branch notes that in recent meetings with Staff Side the Authority has indicated that the implementation of the Pay and Grading Review arising out of the job evaluation exercise due to be introduced on 1 Jan 07 may now be delayed by them until 1 Apr 07.
Staff Side recognise in their discussions with management that to ensure it is a joint exercise there may be areas that need some additional work. This is particularly vital in the field of 'equality audits' to ensure the structure of any pay system is fair and equitable.
However the Branch has already accepted that the proposed first date of the implementation of the Pay and Grading scheme originally intended to be 1 May 06 be extended to 1 Jan 07.
Staff Side therefore are seeking a response from the General Meeting that:
1. the Branch accepts that the latest date of implementation of the new Pay and Grading exercise be agreed as at 1 Apr 07. (This is in line with the conditions attached to the 2004 NJC 3-year pay agreement that is being introduced in other Local Authorities). Carried.
2. the Branch request that the Staff Side inform the Authority (Devon County Council) that any implementation date beyond 1 Apr 07 is not acceptable. Carried.
3. and that any unilaterally imposed date past 1 Apr 07 will be subject to the Branch lodging a formal dispute against Devon County Council. Carried.
