The 2005 Special General Meeting under way
Minutes
Present: 65 members.
1. Apologies:
- Pauline Stott, Dave Parsons
2. Emergency Speaker
- a. Peter Pooley informed the meeting of problems with the Learning Disability
team re-structuring. Since Emma Dunn (Regional Officer) went on maternity
leave, the members have had no regional support since Christmas.
- b. The redundancy Notice HR1 form has been served and there are 40
members of staff on the re-deployment register.
- c. Region did not want to respond at this meeting.
- d. After a discussion the following actions were agreed
by the Committee.
- i. A meeting of Staff involved in the HR1 notice and stewards, branch officers and region to be arranged as soon as possible - unanimously Carried.
- ii. The Branch Emergency Committee to meet with region to find out what went wrong and to put in protocols so this does not happen in the future - carried nemcon.
- iii. Region did point out that facility time and backfill of jobs is being arranged for training and the duties of stewards, and that the staff should elect stewards as quickly as possible.
3. Job Evaluation Presentation and Car Allowances
- a. Moira Andrews proceeded to give a clear, concise presentation (slide
handouts available) about 'How we got to' and 'Where we are' on Job
Evaluation as part of the Six Point Plan.
- b. There will be a paper to vote on at the end of the process to agree
protection and implementation of changes of grades.
- c. Looking at Car Allowances is also part of the Six Point Plan.
- d. Devon County Council have not implemented the increases to the mileage
allowance for the last two years.
- e. Devon County Council gave the branch its proposals on Car Allowances
at the last Executive meeting and there is no difference from the 2003
proposals.
- f. After a long discussion this meeting agreed
that Moira Andrews take back the Branch's concerns to Management and await
Management's response. When the response has been received, another Special
General Meeting to be called so that the proposals can be discussed -
carried nemcon.
- g. The meeting agreed to a group grievance
about the non-payment of the increase in mileage allowance - carried nemcon.
- h. The meeting agreed that a Discriminatory
Claim for domiciliary care workers mileage allowances and rate of pay
while travelling be prepared.
- i. Arrange a meeting with domiciliary care workers.
- ii. Get legal advice from Thompson's Solicitors.
4. Pensions
- a. The meeting was informed that as the legislation has been revoked we are now starting from the beginning again.
5. National Delegates Conference
- a. As the meeting was no longer quorate and delegates could not be mandated
the delegates are to be guided by branch policy; where no branch policy
exists to vote after careful deliberation of the debates.
- b. Visitors to the Local Government Service Group Conference were asked to lobby on the motion overturning the Six Point Plan.
6. Any Other Business
- a. An impromptu collection at the end of the meeting for 'Walk the Wall'
to raise funds for the UNISON Welfare Fund raised £14.99.
