Car Allowances - 2003
- The Corporate Management Board decision to
put ceiling on mileage in line with Inland Revenue rates.
Board agreed in principle to phase out essential user car allowance scheme and replace with the Inland Revenue Tax Free Rates (IRTFR).
(The rates at which Devon County Council reimburse officers have been frozen since 2003)

agreed to move Domicilary Care workers
to IRTFR in line
with phasing out essential user scheme.
- In adopting these policies fully acknowledged that the IRTFR will replace the current National Joint Council agreement.
Current position:

- To phase out essential user rate by providing
a period of protection dependent on current annual mileage and consequent
Monetary effect on the individual.
- To move Domicilary Care workers to IRTFR
in a similar phasing process and over a similar period.
- To conduct a thorough review of existing low mileage
essential users with the intention of moving those with 1500 miles or
less to the IRTFR
by 1 Jul 05.
From the date of any agreement all new appointments whether new to the authority or change of post (internal) will be paid IRTFR as from 1 Apr 05.
All casual users will move to the IRTFR as of 1 Apr 05.
The authority will consider a one off payment in respect of business travel between 2004 - 2005. This payment being the difference between what would have been paid under National Joint Council if Devon County Council had not frozen the rate.
(Note: The IRTFR have been unchanged for several years and is a flat rate of 40p per mile.)
