The process is moving forward at a slow pace, the majority of the questionnaires have been returned and the panels have scored them.
Each questionnaire is assessed using ten different criteria; this gives a final score made up from each of the different headings.
To establish a rationale / understanding of the job breakdown and similar roles / groups, (families) are examined by the team. One score is then achieved for the 'family' group.
An audit check / quality assurance is being carried out by a union representative to ensure all of the process is correct.
There is a requirement that you are served notice of change to your service conditions three months before the implementation date. The Government has stated that the latest date for this is 1 Apr 07 and it seems that this will be the date Devon County Council will want to extend to.
Before the information is released to individuals, the detail of any relevant 'back pay' and protection needs to be agreed, later this year a ballot of members is needed to accept or reject the proposal.
We are still negotiating the Effective date, this is the date that the County has to backdate any rises to, and our position on this is the date of their imposed moratorium in May 2004.
We will then be looking for the appropriate back pay for any equal pay claims to seek to mitigate any discrimination claims.
We are expecting appeals when staff receive their results and there will be panels to deal with them. UNISON will have trained representatives to serve on these panels.

The County has moved its position on Performance and Reward after lengthy negotiations, and this will be brought in at a later date so that it does not impact on staff at the same time as Job Evaluation.
