Unions have many vital functions to perform in
representing and supporting their members in times of difficulty. But it
doesn't all have to be about reacting to problems and crises! What UNISON's
Workplace learning programme does is widen opportunities and skills, and
build self-confidence among members. In turn, this means members can
move into better jobs and raise their income as their skills and experience
develop and grow. It also builds capacity within branches, enhances the
image of the union and helps recruitment and retention. Experience has shown
that many appreciative UNISON learners go on to become active at branch
level.
The last week in April 2004 saw an historic breakthrough for UNISON and its work around lifelong learning. UNISON is widely acknowledged as the union that leads the field in union learning, and now new government rules provide powerful support to help us take our programme even further.
On 27 April 03 Union Learning Representatives (ULRs) gained statutory rights to reasonable time off to undertake their duties. In this they are now on a legal par with stewards and health and safety reps - see the ACAS guidance (opens in a new window).
UNISON believes that Union Learning Reps (ULRs) have an essential role to play in recruiting members into and supporting them in UNISON learning programmes. ULRs are likely to be members who have had personal experience of the benefits of returning to learn through UNISON. They may well not want to, nor are they expected to, become a steward but instead they can focus on promoting UNISON's learning programme among members and potential members. The scope for recruitment of new members through ULRs should not be underestimated!
Union Learning Reps are likely to be - but don't have to be - branch activists who already have some negotiating training and experience. They may also want to play a part in promoting UNISON courses and encouraging members to attend, but they have a separate role in negotiating for learning opportunities and proposing 'Learning Partnership Agreements' with employers. ULRs receive five days' training in total and again, this must be within six months of employers being notified of their appointment. (Plus additional training as outlined above)
